Description
As documented here, the Windows Server 2019 runners that we use will stop working really soon (brownouts will start next Tuesday. We need to move to Windows Server 2022 or Windows Server 2025 really soon.
I tried running mingw and cygwin on more recent Windows but Net::Ping fails for cygwin. Possibly we need to set the CYGWIN variable for that to work.
I haven't tried to upgrade MSVC runner yet. That will have to take into account that the newer Windows versions come with a newer MSVC (MSVC 2022 for both of them)
