Should we have community files?

This repo is where we could / (should?) put things like CODE_OF_CONDUCT.md and CONTRIBUTING.md

That way they show up in all our repos without having to be redundant.

We talked about this in sprint planning.

There is interest in the text files being consolidated here (CODE_OF_CONDUCT / CONTRIBUTING).

Just to be clear: we are NOT going to re-live the obnoxiousness of PR / issue templates.
