Initial setup review #1

Want to review the initial setup for this project before getting started, while there's still a chance to nuke the history and make sweeping changes!
Started with this TypeScript library starter, declining some of the default CI configurations. It seems to be the most well-maintained library-oriented starter without too many overbearing features.
One potential downside: it doesn't have a Jest configuration by default which is something I was looking for, but it is configured to use ava which seems interesting, so I'll give that shot, always open to new things!
Attempting to go fully strict with type-checking, so we'll see how that goes.
Any thoughts?
