Remove IDE configuration

Developers should be able to configure their IDE's without affecting one
another.  vscode settings are the mechanism for developers who use
vscode to do so.  On the flip side: we don't require vscode to
contribute to this project and so we don't want to risk *relying* on
these settings for core functionality.

Removing it from the repository means people can have whatever settings
they prefer for their own flows.
