Consider packaging pernosco-submit as a pip installable package

As the title suggests, it would be nice to have pernosco-submit packaged as a pip installable package. This would ease the use of pernosco-submit in other packages, especially when running inside of a virtualenv as the pernoscoshared directory must be copied to the virtualenv's site-packages.

What's the ultimate use case here?

The intent would be so that we could use pernosco-submit from within a python package without needing to know what interpreter would be used to execute and and not require us to copy the pernoscoshared directory to that interpreter's site-packages.
