Allow Units to have Hunt Mission by default

Hunt.PassiveAquire=(defaults to CanPassiveAquire) ;bool, allow techtype that has DefaultToHunt=yes/StupidHunt=yes passively acquire target
Hunt.AIPassiveAquire=(defaults to CanPassiveAquire) ;bool, allow techtype that has DefaultToHunt=yes/StupidHunt=yes passively acquire target (for AI player)
Hunt.Retaliate=(defaults to CanRetaliate) ;bool, allow techtype that has DefaultToHunt=yes/StupidHunt=yes to retaliate when attacked
