Implement PCX backgrounds for menus

My current tag propositions is as follows (in uimd.ini):

[MenuBackground]
UsePCXBackgrounds=yes ; is that even needed?
Alignment.Horizontal=left ; can be left, right or centet
Alignment.Vertical=top ; can be top, bottom or center
