Description: When multiple units are selected, only one type of unit gives voice feedback to the player, and the unit's voice priority is dictated by LeadershipRating, which unfortunately, also dictates the attack cursor to be used when multiple are selected, as well as AI TeamType pathfinding and target decisions as stated in ModEnc.
I suggest that the voice priority part of LeadershipRating be made separate so as to not interfere with the attack cursor and AI-related logic it's tied to.
