About the source of the dataset

I am confused by the generation method and the source. For example, I do not know what the src of xP3 means:

xP3 | 78883588 | ML | MT | COL | a collection of prompts & datasets across 46 of languages & 16 NLP tasks | human annotated datasets collection

does this mean the input is collected from other dataset, and the annotations are given by humans after the collection?
