Moving to beta-0.2

Required Management, Usability, Compatibility, user friendly issues were majorly addressed in beta-0.1. beta-0.2 will majorly focus on core performance related issues. PRs are welcome anyhow.

1. Licensing to GNU GPL v3
2. Updating readme.
3. Manually updating Appveyor
