Reevaluate linting for docs

Our current linter for docs, doc8, doesn't actually fix issues, it simply warns about them. This isn't helpful, and makes me sad. We should reevaluate the linter we use for documentation, and pick one that's actually useful. It also seems, to the best of my understanding, that we don't check linting in CI. At that point, why even have one?
