Support fan control on device

Is your feature request related to a problem? Please describe.
Fans often need a signal to be sent in order to run, particularly at max speed. Us controlling this would be nice, PWM fans should be pretty easy as diozero supports PWM outputs.

Add fan control to PhotonVision in the web UI and Photonlib
