Random effect?

Hi! I entered chaos 0 to disable chaos. How do I activate the random effect through the console?
The chaos_test_effect command requires an ID, so it won't work :-(

You disabled chaos but you want to have random effects anyways..?

I'd like to run them using a console command, like with chaos_test_effect
Only chaos_test_effect needs an ID

i don't believe i have any command to immediately roll the rng. i've always just waited.
