[BUG] Zoho BugTracker file attachment has no effect #17251
Description
The Zoho BugTracker actions 'create bug' and 'update bug' have an option for attaching a file.
Despite the action being executed successfully, the bug is created with no attachments. This happens in the currently live component and continues to happen after the update in #17149 - this issue is being created separately so as not to delay that update with dozens of other components from being shipped.
