Additional 2.9 Bugs

Two things that I know of that need updating are:

1. The daily precipitation type priority. With mixed being added it still uses the type with highest priority instead of mixed. Similarly sleet needs to account for sleet/ice.
2. DWD MOSMIX still seems to take the average? If you check Rio de Janeiro you'll see what I mean.
3. Timemachine can't find the DWD_MOSMIX_stations.pickle file. No real impact, bug clogging up the logs
4. Can still get snow accumulation without intensity in ECMWF (ex. 49.7288,8.6000)

Just remembered that we now have ice for freezing rain - should we change rain to ice if temperature is below 0? Seems a bit weird to see rain at -6C as an example.

I don't love moving farther away from what the models spit out, but this clearly seems like the sort of case where logic beats form. We already have some fancy algorithms for picking type, so makes sense to add a check to register it as ice below -1C

Should also double check the precipType mapping. It could be that the code it's using should be mapped to ice not rain.
