Summary Enhancements/changes

Been thinking about this for the past few days and figured I'd create this discussion.

A few things that bug me are:

1. The day and night summaries will help with this but the summaries shouldn't show fog and wind summaries if they happened in the past. So if it's foggy in the morning and sunny from afternoon to night the summary will always show Foggy in the morning no matter the time.
2. Stop zeroing out precipitation before the current hour? Yesterday evening the icon changed from snow to fog because past hours there was low visibility with precipitation but since it was zeroed out it changed the icon. Also the summary says snow was starting in the evening when it started in the afternoon.

There might be more but that's all I can think of currently.

Changes I'm thinking of:

1. Remove for-day from the summaries. Most of the other sites I looked at don't have text similar to this and would shorten things plus I feel just stating the condition is enough.
2. Add a short summary like the old day summaries used to be. We have the option to exclude the new summaries but these don't use the translation module and are always in English.
3. Remove dry/humid text. Again I don't feel like these add much and could probably be removed.

I feel like the summaries could be updated to sound more natural? I feel we could add more phrases to have better sounding summaries though that might take more processing power without using AI? Was thinking more similar to what Accuweather and weather.com have for their summaries.
