Freezing rain always using sleet summary #597

Describe the bug
I've noticed that whenever freezing rain is forecasted Pirate Weather seems to always use the sleet summary instead of freezing rain. The only time I've noticed the freezing rain summary is when the models forecast rain below -1C where it gets changed to freezing rain.
It's also been freezing rain here for the past few hours and the API has always said the conditions are sleet rather than freezing rain.
Expected behavior
Freezing rain should use the freezing rain summaries.
Actual behavior
Freezing rain seems to always use the sleet summaries.

@alexander0042 I wonder if this is just a model fail and its forecasting sleet and not freezing rain for some reason?
