Report posts to queue instead of removing them

We would like to use Flooding Assistant to automatically hold posts for review from users who recently had a post removed, so they don't immediately just repost something rule-breaking.

Unfortunately filtering is not something that Devvit can do right now.

Reporting them instead of removing them outright is an option though. Repurposing this issue since it's been requested by others.
