Added a new debug command: clearsettings

There's a debug console available on the chip's IP port via telnet. You can monitor the serial logging and issue a few basic commands, such as:

stats - show some stats
reset - reboot
clock - update the clock from the server
clearsettings - erase the persisted settings and effect manager config, for when you change an effect in the effects table
