Can not open .txt files into retropad from file explorer

When opening a .txt file from Windows file explorer and choosing Retropad as the app to do it with, either one time or always, it will always open a blank new Retropad instead of the selected file.  I need to open the file from the menu in Retropad, or drag and drop the file from Explorer to Retropad.
