Suggested amount in value blocks?

Currently, the spec for the value block is as follows:

    type="[cryptocurrency or layer(string)]"
    method="[payment transport(string)]"
    suggested="[payment amount(float)]"
>
[one or more "podcast:valueRecipient" elements]
</podcast:value>

suggested (optional) This is an optional suggestion on how much cryptocurrency to send with each payment.

That suggested amount is for streaming, right? Or is that for boostagrams?

I think we need to clarify this.

Whatever suggestion it's for, I propose that we offer a suggestion for the other method, too.

Here's an example to differentiate:

    method="keysend"

    suggestedStream="0.00000000100"

With two suggested values like that, one is the suggested/default boostagram amount (perhaps what I set as a minimum for a shoutout in my podcast), and the other is the suggested/default sats-per-minute rate for streaming sats.
