Just to put a note here that I often found myself running into the below message (when gcloud triggered an error):

ERROR: gcloud crashed (AttributeError): module 'google._upb._message' has no attribute 'MessageMapContainer'

If you would like to report this issue, please run the following command:
  gcloud feedback

To check gcloud for common problems, please run the following command:
  gcloud info --run-diagnostics

This is solved for me by this workaround:

pip install proto-plus==1.24.0.dev1
