Refactor into route/service structure

Akin to the standard API. This is much lower priority, though, as it has so few endpoints (at least for now) that I don't think it's an absolute necessity. Extremely long-term, would be good to migrate this back into the standard API and just run different architectural elements to isolate from our own internal running.
