Add AZ, TN, VA household-size-based SNAP SUA and BUA
Add FY2024-FY2026 household-size-based values for: - AZ: 2 tiers (HH1-3, HH4+) for both SUA and BUA - TN: 10 tiers (HH1 through HH10+) for SUA and BUA - VA: 2 tiers (HH1-3, HH4+) for SUA only (VA has no BUA) Also adds FY2026 values for NC BUA by household size.
