Add FY2019 and FY2023 SNAP SUA values for all states

Adds Standard Utility Allowance (HCSUA) values from USDA FNS xlsx files:
- FY2019 (2018-10-01): 53 state/territory entries
- FY2023 (2022-10-01): 52 entries (CO already existed)

Fills the FY2023 gap and extends coverage back to FY2019.

Closes #7721
