Create "healthcare unit" as a concept or the ability to model reforms to family glitch

Right now we could not model a reform to the family glitch in a clean way, there is no variable or parameter that represents this condition. Given that the current admin has an executive order maybe repealing the fix, is this something we want to add?

Why can't we model it in a clean way? We don't generally include parameters in the core (non-reform) part of the repo if it's only changing in a reform. Are you suggesting creating a new entity?
