Summary
This issue tracks the implementation of six New York legislative proposals as contributed reforms in policyengine_us/reforms/contrib/states/ny/.
Bills to Implement
1. A04948 - Youth Worker Tax Benefits
Sponsor: M. of A. Bronson
Summary: Creates tax benefits for young workers including:
- Youth Earned Income Tax Credit (age 17, 130% of federal EITC)
- Enhanced standard deduction ($10,000) for ages 18-24
- Student loan interest deduction
Effective: January 1, 2026 - December 31, 2031
2. A06774 - Enhanced Child and Dependent Care Credit
Sponsor: M. of A. Romero
Summary: Increases NY CDCC to 110% of federal credit for incomes up to $50,000
Effective: January 1, 2025
3. A02674 - Expanded CDCC Maximum Amounts
Sponsor: M. of A. Lunsford
Summary: Increases maximum CDCC amounts based on number of dependents:
- 2025: 3 deps ($7,500), 4 deps ($8,500), 5+ deps ($9,000)
- 2026: 1 dep ($6,000), 2 deps ($12,000), 3 deps ($15,000), 4 deps ($17,000), 5+ deps ($18,000)

4. S04487 - Supplemental Empire State Child Tax Credit for Newborns
Sponsor: Sen. Ashby
Summary: Establishes $1,000 supplemental credit for newborns (children born in current or previous tax year, not previously claimed)
Effective: April 1, 2026
5. A04038 - Enhanced Empire State Child Credit for Infants Act
Sponsor: M. of A. Tapia
Summary: Doubles the empire state child credit for children under age 1
Effective: Tax year 2026
6. A05435 - Top Personal Income Tax Rate Increases
Sponsor: M. of A. Solages
Summary: Increases top income tax rates:
- $5M-$25M bracket: 10.30% → 10.80%
- Over $25M bracket: 10.90% → 11.40%
Effective: Tax years beginning after 2025
