Resolves the CI failure in the upgrade-important-versions hook. (apache#57185)

- Update uv from 0.9.4 to 0.9.5
- Update ruff from 0.14.1 to 0.14.2
- Update mypy to 1.18.2
- Update Python to 3.12.12
- Update various other dependencies
