chore: standardize workflow extensions to .yml (#349)
Rename workflow files from .yaml to .yml for consistency with existing workflows (ci.yml, call-flags-project-board.yml). This resolves naming confusion and standardizes all GitHub Actions workflow files to use the .yml extension.
