Workflow Templates Release Plan

Remaining work before we can release workflow templates:

• Template editing feature is merged
• Sync US templates over to EU (can be done after)
• User experience for eg. filtering by team-level vs official templates is polished up (can be done after)
• Switch feature flag to give users access to official and team-level templates

Parallel/after:

• Make template data exportable for a template library: https://github.com/PostHog/company-internal/issues/2374
• Clean up feature flag
• Support adding categories to official templates
