What's likely happening (but you did not show us enough details): to pass a meaningful ECS you also need to set https://docs.powerdns.com/recursor/yamlsettings.html#ecs-add-for in many cases, as private subnet IPs are not passed by default but a https://docs.powerdns.com/recursor/yamlsettings.html#setting-yaml-ecs-scope-zero-address instead.
