System.ArgumentOutOfRangeException Error in PSReadLine due to Console Buffer Size

When I try to run a Python script or enter commands in PowerShell, I encounter a System.ArgumentOutOfRangeException error related to the console buffer size. Below is the full error message and steps to reproduce the issue.
