Steps to reproduce

Ahh i am not sure but this usually happens when i run some GUI based python application. It will happen for some number of times and then doesn't appear then for the same session again.

This issue was already fixed (see #1306). Please upgrade to the 2.3.5 version of PSReadLine from PowerShell Gallery.
