[Bug]: No `owning_pid` field for 3DS devices

• I have checked the repository for duplicate issues.

What happened?

When trying to look up a serial in the database, I found out that 3ds devices don't have a owning_pid like the wiiu has.

In the collection nexaccounts there are:

• 1 3ds account with a filled owning_pid field
• 1983 3ds accounts with a owning_pid field with it set to 0
• 425310 3ds accounts with missing owning_pid field

I checked for wiiu nex accounts. All Wiiu nex accounts have the field filled.

What did you expect to happen?

I expect owning_pid field to be filled for 3ds devices

Related to #100 and #101 . We currently don't have a way to link a 3DS NEX account to a PNID, so there is no "owning PID" present
