[Feature]: Image uploads for CTR #320

What feature do you want to see added?
You can upload screenshots on Wii U, but not 3DS. Tracking issue to implement this for ctr. A lot of this exists in the totally-image-processing but the scope has crept out so I'm splitting into subtasks.
- Research and understand capture APIs on 3ds
- Huge shoutouts to the fediiverse project for working this out and documenting it all
- Redesign new post page on 3DS to make room / take advantage of TSX etc.
- Port all pages involving new posts to TSX
- Add title-id based restrictions to screenshot upload (also applies to portal)
- Improve image processing and display for all aspect ratios (integer scaling etc.) so we don't bilinear everything
- Screenshot upload support in the new post page
