installing via nuget yields "connection actively refused"

Customer note: "If I add Procuret via NuGet package manager in VS2019 or LINQPad, I cannot get calls to work. I receive an error to do with “cannot connect, machine actively refused it” or similar. If I download the source project and compile ProcuretAPI and use the local dll that’s built, everything works fine."
