[Task]: Updates To Timeout Command

Feature Description

We want to update the /timeout command on the PV bot in 2 ways:

1 - Make "description" for timeout REQUIRED, it's currently optional.

2 - Add OPTIONAL param to choose between muting the user in just text chats, or just VCs. If not set, user is muted in both ways. If set, user is only muted in that 1 way.

Please expand upon the currently existing command.
