Cache legislator photos #100
Description
We load the legislator photos directly from the MA legislature website, but their website is down embarrassingly often, during which times our website shows a bunch of "NO PHOTO AVAILABLE" default images. To avoid this, we should cache their images and update them at the time of building the site, making sure not to update them when their site is down and continue using the cached images. The legislator photos change extremely rarely, so it's completely safe to cache them.
