workflow steps not functioning: `check_config` and dependents

In our build-related reusable workflows (including link checking):

• check_config is searching for the old _config.yml
• check_config is not set up to fail the check on its own if false
• Any dependent steps are not running. I believe these are primarily steps that searched for execution config

Yup, that logic is all related to our former system for switching between executing notebooks locally (i.e. on GitHub Actions) versus remotely via binderbot. It should all be removed and replaced with logic appropriate to the new binderbot replacement.

Related work is happening in #167, and I am actually meeting with @agoose77 tomorrow to go over some details about this.
