Clarify what volunteer service hours checkbox means on signup #4148

We have this checkbox that users can select when they sign up, to indicate that they're submitting volunteer service hours based on their use of the website. But it doesn't have a clear purpose if you're not already coming to the site with intentions of using Project Sidewalk as a volunteer platform. It's also not clear what happens when you check the box. We'd like to make this more clear, likely through an (i) info button/tooltip.

For context, here's what happens when you check the box:

  1. After signing up, the /serviceHoursInstructions page opens automatically. This page tells volunteers that if they want to have their service hours validated by our team, they need to work for just an hour and then email volunteer.sidewalk@gmail.com to get feedback on their work
  2. In the navbar, the drop down menu when clicking on their username includes two additional entries. The first is a link back to that instructions page. The second is to the /timeCheck page, which just shows you how much time you've spent contributing on Project Sidewalk

The primary reason for having this checkbox as an option is high school students who are fulfilling required service hours for their schools are required to get some feedback before pumping large amounts of data into the platform. We had some issues early on where students would work for 20 hours, providing data that was completely unusable, and then they would be requesting that I validate those 20 service hours. Often, these volunteers end up putting a large number of hours into Project Sidewalk, so it's particularly beneficial to give them some training early on.

We've been asked a few times now what the checkbox is for, and I'd like to add some clarification. But I'm struggling to figure out which info is actually necessary. It would probably be overkill to write out a few paragraphs in that tooltip!
