You should be able to PVP anyone

This would be a pretty substantial change to the game, but is an importation of the ever-present danger on civ that anyone can attack you at any time. I think this could be done by applying arena-state on everyone at all times. This could be counteracted by grouping together. Perhaps even with guilds?
