[Feature] Update and clarify fee estimation

🚀 Feature

In ConsensusVersion::V10 (snarkOS v4.2.0), we increased fees, and also introduced wrapping functions:

• execution_cost
• deployment_cost

Ideally we use the latest version in provable.tools, and we also clarify to the user on the webpage that we're using ConsensusVersion::V10.
