Make Spike of send MQTT messages on Alarm Conditions

This is an issue to test our ability to send an alarm to a Krake with an MQTT command. The goal here is to make something testable, in part to be able to demo the Krake as tied to real-world device. Other issues will cover valuable alarms, this is just a "spike".
