Bard lvl 45 Artifact Gear unlock is done after Operation Archon (70057)

I assume that is because the lvl 45 quest requires you to go to Northern Thanalan, which is only unlocked after Operation Archon.
Yet without the gear, it is incredibly RNG on some jobs to solve the 3rd phase of the boss in the solo instance.

Additionally, questionable stops if a solo duty fails, so it requires some heavy manual intervention to band-aid it at the moment.
