expected '<document start>', but found '<scalar>'

I keep getting this error:

Exception: Bandit analysis failed: [config] ERROR expected '<document start>', but found '<scalar>' in "c:\xampp\htdocs\codeguardian\.bandit", line 2, column 1

By now I made my .bandit very simplistic, like this:

--- [bandit] targets = .

But even that gives this error.

Any idea what is causing this?
