Passing environment variables

Hello!

I'm using pyo3-tch crate in my module. It requires LIBTORCH_USE_PYTORCH environment variable to be set. I've attempted to set it in Cargo.toml, in build.rs via std::env::set_var but neither of the options worked. In my CI environment I use poetry with maturin build system.

Is there an appropriate solution to this issue.
