I don't know if this is the right place to ask questions about errors, however I need help on this point.

How did you setup your mingw64 environment? Can you provide some code or git repository to reproduce your issue?

How did you obtain your Windows build of Python and how did you tell PyO3 where to find it?

If you do not have a Windows build of Python then the error is that there is no such build and hence we cannot link against a Windows version the Python library. You might want to consider enabling the abi3-py39 and generate-import-lib features, e.g.

pyo3 = { version = "0.18", features = ["abi3-py39", "generate-import-lib"] }

to target a configuration that does not need a Windows build available.

I made the changes and apparently got the same error:
