Update event_raw_usernotice (#229)

* Update event_raw_usernotice

Updated event_raw_usernotice so that it works as it did in TIO1

* Update websocket.py

* Updated abcs.py to fix whispering wrong user; modified parse to hopefully work with usernotice and fixed error in websocket.py
