rewrite from wire -> QASM2

rewrite the wire+op dialect into QASM2 by assuming constant propagation has folded all operators into apply. Note that this shouldn't assume the constant propagation has simplified all operators into ConstantOp because it is possible to have rotations that depends on unknown parameters, this is also a compatible QASM2 isntruction.
