Backport Casey's nicer gates for SquinToStim #595

This is carrying @cduck 's work from #564 to release-0-7. I'm already halfway through doing it. While it's technically not high priority/blocking I felt it was something that could be done pretty easily and would allay my own discomfort of having two versions of bloqade-circuit with potentially different (albeit still correct) U3 gate translations floating around.
